Special Provision for Admission to Associate Membership

Special (Temporary) Provision for Admission to the Associate Membership of the Institute of Quantity Surveyors Sri Lanka (IQSSL)
(TO BE VALID FROM 14th JULY 2018 TO 14th JANUARY 2019)

Citizens of Sri Lanka practicing as quantity surveyors both in Sri Lanka and overseas can apply for the Associate Membership of the Institute of Quantity Surveyors Sri Lanka in accordance with the details provided below. These relaxed eligibility requirements for the Associate Membership will be in force only for a period of six (6) months commencing from 14th July 2018 and will not be part and parcel of a regular practice, without prejudice to Rules and By Laws of the Institute of Quantity Surveyors, Sri Lanka published in the Extraordinary Gazette No: 1573/ 26 dated Friday, 31st October 2008 of the Democratic Socialist Republic of Sri Lanka, as amended, to obtain the Associate Membership of the IQSSL.

Under these temporary provisions, citizens of Sri Lanka who meet all of the eligibility criteria mentioned below can apply for the Associate Membership of IQSSL.

1. Be engaged in an approved employment described under Rule 2 (xv) of the Rules of IQSSL, as amended.
2. Have the full membership of a recognized overseas quantity surveying institute for not less than five (5) years as at the date of making the application.
3. Possess formal quantity surveying education qualifications acceptable to the Governing Council of the Institute of Quantity Surveyors Sri Lanka.

Applicants have to be recommended by five (5) Corporate Members of IQSSL of whom not less than two (2) have to be Fellow Members of IQSSL. Along with the applications, critical analysis of work history records and duly completed IQSSL APC Forms 2, 3 and 4 also have to be submitted.

Eligible candidates will be called for an interview and those who are successful at the interview will be admitted as Associate Members of IQSSL.

Approved Employment

Rule 2 (XV)

“The Approved Employment” means being employed in the Quantity Surveying field as a Principal, a Director or an employee in any one of the following: -

1. A firm of Chartered Quantity Surveyor or a firm of Chartered Quantity Surveyors as defined in Section 13 (3) of the Act.
2. A private practice of a Chartered Quantity Surveyor as defined in Section 12 (4) of the Act.
3. A quantity surveying unit of a public sector organization duly recognized by the Institute
4. A quantity surveying unit of a private sector organization duly recognized by the Institute
5. A tertiary education institution such as a university, technical college and any other higher educational institution recognized by the Institute, as being engaged in the education of quantity surveying.
6. Any other organization the Institute may recognize as performing quantity surveying work.

How to Apply

Application forms can be obtained from the IQSSL at the Professional Centre, 2nd Floor, No.275/75, Prof. Stanley Wijesundara Mawatha, Colombo 07 during normal working hours.

Duly filled application forms have to be forwarded together with the following documents under registered post / by courier / via e-mail to iqssl@sltnet.lk with CC to info@iqssl.lk, to reach IQSSL on or before 14th January 2019.

1. A photocopy or a scanned copy of the membership certificate of IQSSL or relevant professional body / degree certificate/ diploma certificate as applicable.
2. Photocopies or scanned copies of the receipts of payment of subscription fees in the case of applicants who have been members of the IQSSL in the past
3. Photocopies or scanned copies of Experience Certificates issued by the Employers
4. Duly completed IQSSL APC Forms 2,3 & 4
5. Critical analysis of work history record
6. Cheque or Bank Draft drawn in favor of the “Institute of Quantity Surveyors Sri Lanka” for Rs. 20,000.00 (USD 125.00) being the application processing fee. IQSSL members will be eligible for a rebate of Rs. 12,500.00 (USD 78.00) and the amount they have to pay as the processing fee will therefore be only Rs. 7,500.00 (USD 47.00).

The deadline for receiving applications is 14th January 2019 and this deadline will not be extended under any circumstances.

All copies of certificates presented shall be copies of the originals certified as true copies of the originals by a Fellow Member of IQSSL.

All applicants eligible for the Associate Membership will be requested to pay the APC registration fee of Rs 7,500.00. (IQSSL will process the applications every two months and conduct APC viva in UAE and Qatar depending on the financial viability of such exercises).

The dates and venues of the APC will be arranged through the IQSSL country representatives in the respective countries.

Applicants who are past members of the IQSSL will have to settle the arrears of their subscription fees at the time of registering for the APC. They can obtain the exact amount they have to pay as arrears and the on-line payment modes available by contacting the Finance Division of IQSSL. IQSSL past members who are successful at the APC will be entitled to continue with their membership number and their date of joining IQSSL will remain unchanged.
